This arms race is a catastrophe.
1969, we developed nuclear equivalency with bio-weapons.
1979, Nixon went to Fort Detrick & unilaterally ended the bioweapons arms race.
3 years later, all nations on earth signed a charter stopping bio-weapons production.
The CIA however continued to do secret bio-weapons production in the US. The Russians found out and reopened their program back up.
After 2001, the Patriot Act reopened the arms race & canceled Nixons treaty.
